Frequently Asked Questions - Building Department

When is a building permit required?

A building permit is required for most work involving new buildings, additions, alterations, decks, siding, roofs, fences, and driveways.  Should you have any question, please call the Building Department at 330-499-5557.

How is mosquito fogging scheduled?

When we fog for mosquitoes it takes four days, Monday through Thursday, 1/4 of the City each night.  We generally schedule fogging once a month during the summer months.  Depending on weather and frequent heavy mosquito calls, this time frame can vary.

Frequently Asked Questions - Street Department

Why can't we rake or blow our leaves into the curb for pickup?

The City has a leaf pickup program for bagged leaves.  Leaves blown or raked into the gutters clog up the storm drains and get into the storm system causing it to backup which leads to flooding situations.  The City also doesn't have the manpower or proper machinery for collecting leaves from the gutters.

Why can't potholes be patched so the holes don't recur?

During the winter months, the blacktop plants shut down their operation for making hot patch mix so they can clean and repair their machinery.  During the winter months we get a cold patch mixture called HPM.  This is a pliant mixture used for temporary repairs.  When the water from rain or snow gets under the patch and it freezes at night, this pushes the patch up and out of the hole and with traffic it spreads all over the road.  However, during these months, we do try to get out as often as needed to keep the recurring trouble areas patched.

Why does it take so long for my street to get attention when it snows?

When it snows or we get icy rain, the Street Department will be out as soon as it begins to get slippery.  The first concern we have is to salt the main streets, hills, and around the schools.  After we finish these areas, each driver then takes his salt truck to his designated section of the City and begins his route.  This process takes time, and it is usually between 4 to 4 1/2 hours before we complete the salt run.  If the snow continues and begins covering the streets, we concentrate on keeping the main streets and hills salted until the snow stops.  We then begin to resalt or plow the neighborhood streets depending on how heavy the accumulation is.  On rare occasions, when we have had quite a bit of snow and supplies run short, we do not resalt the side streets but instead plow them off so they are passable.
