The Finance Department maintains a general accounting system for the municipality and for each of its offices, departments, and agencies. The Director of Finance is responsible for exercising financial budgetary control over each office, department, and agency and must keep separate accounts for the items of appropriation contained in the municipal budget. The Finance Department collects and disburses funds for each department of the City. These funds include payroll and health insurance benefit payments.
The City has a 1-½% income tax for residents of North Canton and for those employees working within the City limits. Tax returns must be filed by April 15 for individuals and businesses reporting on a calendar year or 105 days from the end of the fiscal year.
The Water Administration Department is responsible for utility billing and collections. Utilities provided by the City are water, sewer, and garbage service. We are currently replacing manual read water meters with new electronic scannable meters. Senior citizens and permanently disabled residents are eligible for a special residential water rate reduction program to aid certain elderly and disabled homeowners for a fifty percent (50%) reduction in their water fees. To qualify for this program residents must:
a.) own and reside in a primary residence in the City of North Canton, Ohio;and
b.) are 65 years of age with an income level (combined income level, if applicable) of $27,000 or below; or
c.) the homeowner is disabled
In order to qualify for this program residents of the City must provide proof of income level (i.e. 1040) and/or disability (i.e. social security document identifying disability information).
The Finance Department compiles and publishes the Comprehensive Annual Financial Report for the City of North Canton. For the last nineteen years (1988-2006), the Government Finance Officers Association of the United States and Canada has awarded the City a Certificate of Achievement for Excellence in Financial Reporting. The City of North Canton has a mandatory tax filing for all city residents (living in city full year, partial year, or multi residence), 18 and older (individual and businesses). The due date is April 15th. The tax rate is 1.5%. Taxable income includes salaries, wages, sub-pay, commissions, and other earned income for work done or services performed or rendered from all sources of income, earned inside and outside the city. Credit is allowed for income tax paid other cities not to exceed 1.5% of income taxed in that city.
IMPORTANT CHANGES TO YOUR INCOME TAX FORM FOR 2008!
2008 tax returns will be mailed out in January. Enclosed with your 2008 tax return are your quarterly statements for your 2009 Declaration of Estimated Tax. The City of North Canton will no longer be mailing out quarterly statements. You must use the statements included with your return when paying your quarterly estimates. The due dates for individuals are the following: April 15, 2009, July 31, 2009, October 31, 2009 and January 31, 2010. Quarterly estimates for businesses are due March 15, 2009, June 15, 2009, September 15, 2009 and December 15th, 2009.
